I'm running a small debate

The way I am framing my character, I don't think he's a 'take no prisoners' vigilante but he is seemingly coming out of nowhere: no hero school, no mentor, and from a pretty obscure part of the US but he wants to compete. Is it better for him to be licensed or not?

That likely comes down to how your character has been. Might be worth giving this a read and then deciding based on that if your character has worked with others before or if it's a loner vigilante that doesn't work with the law. Frozen Shadow for example is unlicensed due to backstory/operation reasons.
