My question is this: Frequency has stuff that can see through concealment, but is the Blinded from his eyes just being unable to open?

It's tear gas in the eyes and it sucks, so in this case it's a physical blindness of the Eyes due to pain, and irritation.

I just twigged that Takedown keeps on triggering with every incapacitated minion. I'm not sure how easy it is to incapacitate someone. Would it be helpful if I made the other 3 attack rolls in case you need them?

Sure, I left my book at home so I won't be able to adjudicate till lunch time.

Even if not able to see is it fair to be used the Deflect power to protect the bus and Frequency is right there?

Rules as written, minions only have 1 health. So if you can beat their defenses and do damage, you can, potentially, keep going for awhile.

You can use combat skills, you are stuck with the failure for now and you can get a +2 circumstance bonus for your selfie.

You can definitely shield them with your body.

are the civilians in the blast or did they evacuate?

I think we positionned ourselves so that they'd be but I want to confirm
