Description:
The woman known as Frozen Shadow has been operating south of Springfield, Massachusetts. She already has a reputation for operating outside of the normal system, and caused a small turf war when she moved in and began helping others without accepting reward, and with sometimes questionable methods despite causing minimal damage. She was known to target those who exploited or attacked others more than petty criminals and while it meant she walked on morally grey lines. The turf war was brought to an end by a small group from Justice Elite, and since then her appearances had reduced slightly.

Her arrival at this tournament however is a surprise, as she is not marked as a competitor nor confirmed as a member of any affiliated group. Her licence situation is also questionable, with no record being found of her having a licence.

Game Hooks:

• Those who live in the area around Springfield may have come across the girl out in the field - maybe getting accidentally caught up in the turf war or part of its resolution
• There was a very young girl once in a Manhatten school that caused a lot of trouble, was able to make it snow and was eventually removed. Just a coincidence surely?

Description:
Miles’ powers manifested in his teens. He started off trying to be a teleporting delivery boy, which kind of sucked, then he struck on the idea of using his powers to become a TikTok star, which he has done with limited success. Most of his videos involve doing a TikTok dance while simultaneously teleporting around major landmarks. A very few videos show Miles doing minor super heroics: teleporting people out of burning buildings, catching someone who had fallen off a bridge, or the like.

All this has earned Miles a modest number of followers and also a few detractors who accuse him of faking his teleport powers with clever editing. Having a couple thousand followers isn’t enough for him, though, and Miles has come to the UNJE event in hopes of becoming really famous.

Description: Just a totally ordinary girl from good ol' London, guvnah. Ugh, she can't believe she just said that either. Anyway, totally ordinary, definitely ordinary as ordinary can be... except for seeming to be pretty clueless about basic stuff, and well, all the weird stuff that keeps happening around her. Did that frog just randomly fall from the sky behind her while humming the thunderbirds themesong before going splat? It just might have. Wait, where did she go?

Known Powers/Abilities: Kid's got 6 wings, has top speeds of 1,000 mph and insane maneuverability in the air, and burns with "holy" fire.
Description: Uri-el's trajectory as an Elite has been slightly different than many young people. When he caught fire and his wings began to develop, his family reacted by quietly pulling him from school and trying to insulate him from the wider public. To say that this backfired would be a gross understatement. The sudden appearance of a person that matched their expectations of what a messenger from God would look like has had the effect of whipping up a social media frenzy as true believers, charlatans, and cynics vie to shape narratives around his actions. With no social media presence of his own (and the social anxiety one might expect of a person who spent a large part of his developmental years cossetted by his family), Malik has looked on helplessly as his every action is scrutinized, argued over, and spun by an army of plausibly well-meaning pundits and the worst kind of internet trolls. Every so often people get swept up in religious enthusiasm around him, which has led to tense or surreal situations.
But what choice does he have? He lives as people think an angel must: doing good works selflessly; shedding his humanity to become a holy paragon at the request of the general public. The contest, to him, is a crutch to meet people who have had similar experiences, to learn some strategies for managing his situation, and perhaps make a friend or two.

Game Hooks:
Fairly Well-Known: Uri-el has the Fame complication, so it is entirely possible that you'd have encountered stories about him (especially in the Arabic press and once on BBC World).

Harbor Light: Uri-el is something of a fixture in Alexandria's harbor, rescuing sailors who run afoul of the sometimes treacherous East Harbor shallows from his perch on Qaitbay Citadel (the Mameluke Fortress built on the foundations of the Great Lighthouse). Folks visiting Alexandria will undoubtedly have seen him, while the image itself is everywhere in Egypt, the Levant, and several corners of the internet.

Description:
Bea is a blonde-haired blue-eyed young woman from the Midwest/Western United States. A devout Mormon. A former cowgirl and junior/youth performer in state rodeo shows, and a licensed member of a high-school team of friendly neighborhood afterschool do-gooders.

She is a UNJE contestant, but not currently enrolled. She does not think she is smart enough for university and is slightly in awe of anyone who is. But she is curious to hear about what it's like!

She usually wears a white cowboy hat, a yellow western-style blouse with a black kerchief, a black belt, a full yellow skirt that extends past her knees, and cowboy boots. She also wears bloomers cuffed under her knees under the skirt so she has complete modesty in all flying and hovering related scenarios.

Game Hooks:
She is a friendly positive person who tries to see the best in everyone she meets. Her commitment to a clean lifestyle is driven by her devout faith, but may limit how she can socialize with others (no alcohol, drugs, tobacco, caffeine, sex before marriage, etc.) She enjoys helping others to shine. She is eager to make some friends in this place that is so different from any place she has spent time before.

• Like watching people punch and kick each other for fun and profit? He's been there. Maybe a spar or two wouldn't hurt to keep up his skills.

Bio:

The woman going under the alias of Galatea as become known in the last year mostly for one thing and one thing alone : extraordinary beauty.

She officially debuted a modeling career last year when she grew of age, becoming one of the most sought after and exclusive woman in her profession. Rumors say that the professional photographers hired started complaining that their tools can't properly grasp her looks and those who had a chance to meet her in the flesh tend to agree. She is known to be very personable and able to but people at ease but when she needs to but on a show she can set the world on fire with smile.

Despite the intense demand, or probably because of it, the number of her gigs has been fairly small. Every time she does appear, be it on a cover, on a runway or even on the arm of some person or another, has the effect of a social bomb and reminds everyone of why she is so sought after. People theories that whoever her agent is deploy her with strategy to minimize unwanted casualties.

That is not an understatement : she had a swimsuit photoshoot on a beach once and the coastguard crashed their ship on nearby reefs while trying to ogle her.

Gossip influencers claim that she was the cause of a massive, albeit slow moving, accident in Rio de Janeiro last Carnival despite not actually being officially on the main parade.

She now as arrived in Mudaba Adin seemingly to either enroll in the institute or participate on the contest. Perhaps both. Considering that the UNJE is a far cry from a beauty pageant, many wonder what the hell are her handlers planning.

Description: Pale woman with dark hair and piercing blue eyes...that also sometimes open all over her body, generally dresses casual.

Iris is a pretty casual student in her second year at the University, majoring in photography (which seems to be one of the few subjects that generally interests her). She projects an air of faint weariness, as if simply existing is considerably effort, although this might be explained by her typical college circadian rhythm of 'totally random'.

There's not much flashiness too her and in fact Iris seems rather happy to avoid the limelight and looked slightly uncomfortable signing up for the contest, muttering something to herself in Greek. Still she's happy to talk to anyone, although the more bizarre in appearance the better.

Game Hooks:

- Pythia Futures is an unlisted Greek entity with a balance sheet the size of a small country.
- Iris doesn't appear to have much in the way of traditional superheroing powers, but perhaps her talents lie more in the sensory direction.
- Art, if you like art and more importantly, you make interesting art, you're of immediate interest.

Known Powers/Abilities: Insubstantial, elongation, deflection, an array of abilities stem from the atypical nature of their slimy physiology.

Description: Here for a GOO-d time not a long time, Mucuzz is among a small group of exchange students from UNJE’s sister school in Shanghai.

Previously a middle of the pack student with serious self-esteem issues, Pei Mochou’s life got turned upside down when their Elite abilities began to manifest. Already worried for their child’s mental and physical wellbeing, their parents feared the worst for Mochou's quality of life post-manifestation.

However, being transformed into a sentient pile of mucus had astounding effects on Mochou. No longer bound by the constraints of a fleshy body and the norms that came with it, they finally began to explore their true identity, joys, and needs.

They are proud to represent Shanghai in the competition and eager to see what adventures Mudaba Adin has in store for them.

Appearance: Usually vaguely humanoid out of habit, but sometimes a puddle, cube, or non euclidean object. You don’t have to look too closely to see what they ate for breakfast floating around in what would be their stomach, as well as a variety of what people assume are organs.

Game Hooks:
(Lack Of) Hips Don’t Lie -The most obvious point of conversation when getting to know Mucuzz is their rather…unique physiology…. They aren’t shy to answer the vast majority of inquiries.

Party Rock- They are a hype machine fueled by merriment and mayhem. Where’s the party at?

Poor Unfortunate Souls- Mucuzz has a very specific outlook on Baselines, if you want to wax philosophy on what it means to be superpowered let’s talk.

Description: Camilo is a transfer student from Rota, Spain. He doesn't talk much about his past, just that he's from Rio de Janeiro and there's nothing there worth returning for. Most of the time he could be easily mistaken for a bum, having a very lackadaisical approach to fashion and life in general. Word from students who knew him during his year at Rota say he parties hard. Despite this, he is very serious with his training.

Description:

Max is the picture of a corn fed American boy, along with a trace of a Minnestoan accent (for those who can parse those things) with the physique of a student athlete not quite good enough for the pros. In casual time, he wears some styled clothes to flatter himself, but not outwardly flashy. On the flip side, when he is engaged in hero work he is strapped up with a complicated looking armor.

Max is an unknown compared to many of the other contestants: No one seems to have known anything about him until a little over a year ago. For anyone investigating, his appears to have had a normal American childhood. With speed and agility at the high end of a Baseline, he generally got along well in school with average grades but riding general popularity from being good at sports and charming. College was unremarkable with gentleman's C. Things seem to have taken a turn with the disappearance of his younger brother while Max was away, retreating from view and emerging as Frequency. It was a surprise that he's pushed this hard to compete, but no one has stopped him so far.



Game Hooks:
-A Complete Unknown: No one seems to know where the hero thing came from. There were no obvious events of Awakening and no one has come forward as his teacher or mentor
-Here to compete: Are you a fellow competitor? Do you want to root him on?
-Whizz Bangs and Doo Dads: Max has a series of inventions he uses. Perhaps you can show him some things
