Vigilantes and Licenses

Vigilantes are Elites who have decided to work without a proper license. A license allows an Elite to act in a law enforcement role for a given region or jurisdiction but also holds them accountable for any illegal actions they commit. Licenses are normally issued by government entities; the lowest level of license are city licenses and usually go hand in hand with a contract to be on call by the city or similar entity. Next up tend to be regional/province/state level licenses and often go hand in hand with similar level contracts and then for most Elites the highest level of license are national licenses that give an Elite jurisdiction across an entire nation. It is possible to have multiple licenses of the same level or different levels.

Above all of those are the UNJE License, that grants such jurisdiction and authority in all member states, these are rare and usually reserved for the top UNJE team members. Licenses come with psychological tests, background tests, and fees; plus, the license holder can be tracked and held accountable for their actions. Typically, the Elite will be given a provisional license usually between six months to a year before they are issued a full license. Provisional licenses typically have restrictions around when they can be active and often require the Elite to check in with the local authorities on a set interim for review and training.

Now vigilantes have decided that they do not need licenses to do the right thing. Maybe they feel righteous, they can’t afford the fees or just don’t care about the money or find the money involved to cheapen the crime fighting motivation. Vigilantes act on their own accord, and how the public reacts to them is really based on their actions in society; most vigilantes tend to act in response to events and bring a criminal or perceived criminal to justice without extreme violence, but others act as judge, jury, and executioner with no regard for the local authorities.

Vigilantes often wear masks or obscure their identity because the act is illegal and could get them prosecuted even if they are doing the right thing. Unlike other Elites who license their brand, vigilantes can be popular but do not license their brand or likeness as again they are working in an illegal capacity.

It should be noted that while all Vigil are Vigilantes not all vigilantes are members of Vigil, and vigilantes in general are uncommon to rare because it is very dangerous work, deadly work even. People usually want to compensated so vigilantes that choose to go it alone either have something to prove, no need for money, or just a bit insane. Probably more than one.

Second Amendment is a US based Vigilante that is popular in his native country, he has done work around the world tracking down threats to the US abroad. He is violent though he tends to leave his quarry alive for the authorities to deal with but in recent years has been amping up his aggression and violence. This Elite wields powerful pistols that seem to bend and strike their foe even around corners. Second Amendment always wears a mask and no one knows what he looks like. He does not maintain a social media presence and seems to do what he does out of some personal drive for justice or love of violence.
