Concealment (Radio) would be 1 rank, Precise would allow a specific frequency to be detectable (allowing me to see it), total cost 3.
By the Inventing rules, that would be a design DC 25 followed by a construction DC 25.
It would also take 75 hours. Hopefully, that can be mitigated somehow.
