Elites are powerful and the default is that most damage is deadly, I should have posted this before the combat so I won’t penalize heroes. But if an Elite goes all out it is assumed they are fighting to kill, which most do not well unless they are psychopaths or cool dads from space.
Players can pull their punches so to speak, holding back to not murder their victims. It is assumed the Elites are holding back, but if they want to go all out they can gain a +2 bonus to their attack, this can exceed the PL limit, but the attack is lethal, to kill. This can generate a Hero Point if they kill their opponent but murder is a horrific event ad may reflect poorly on them in the public. Once the gloves are off though, they are off… they can go back to non-lethal but this incurs a -2 penalty to their attacks for the duration of the combat.
The UNJE is not above killing but they try not to, if possible.

If the ability/power does not have an attack roll or just requires a save, the DC is increased by 1, but if they go back the DC is reduced by 1 and again can exceed limits. Otherwise the roll is not affected and the attack is assumed to not be to the death.
