My question is this: Frequency has stuff that can see through concealment, but is the Blinded from his eyes just being unable to open?

It's tear gas in the eyes and it sucks, so in this case it's a physical blindness of the Eyes due to pain, and irritation.

I just twigged that Takedown keeps on triggering with every incapacitated minion. I'm not sure how easy it is to incapacitate someone. Would it be helpful if I made the other 3 attack rolls in case you need them?

Rules as written, minions only have 1 health. So if you can beat their defenses and do damage, you can, potentially, keep going for awhile.

A couple questions about the Elite Chai sponsorship event:

They can make a skill/power check at DC 15, each team member must make a skill check and a skill cannot be repeated. Each additional skill a single teammate must make increases the DC by 2.
...
These are not combat checks so feats and such will not apply.

Can I use a combat skill like Close Combat for this skill check (without any feats)? Or are only noncombat skills allowed?

If you fail a skill check can you retry with a different skill, or are you stuck with that failure?

Also, Miles literally posted a selfie to Instagram on day 1 that was taken in Elite Chai, showed one of their employees, and was tagged #elitechai on day 1 that got 3000 likes. Does this give any help towards securing the Elite Chai sponsorship?

You can use combat skills, you are stuck with the failure for now and you can get a +2 circumstance bonus for your selfie.
